Is it legal for a pedestrian to own a 12 inch handheld stop sign for safety and to cross traffic?

I hate when im trying to cross a road where the speed limit is 25 miles per hour and there is traffic. Will owning a 12 inch handheld plastic stop sign stop traffic dead in its tracks?
