When will NASCAR restrict Cup drivers?

It's getting boring to see the Cup guys (Busch, Edwards... and even Logano now) dominate the Nationwide Series and STEAL the thunder of possible up and comers that don't have a secure future. I heard sometime ago a plan to allow the full-time Cup drivers to still drive in the Nationwide Series but won't allow them to score any points. Any drivers NOT in a FULL-TIME Cup ride can compete for the Nationwide championship. I THINK THAT IS A GREAT IDEA! That way the fans can still see the Cup guys for a cheaper price in Nationwide and still not take anything away from the Nationwide drivers' chances for a title. Any opinions???
